My interpretation: The innocent bystander sits back and watch the life drain from the his body, feeling so powerless. He was horrified with the scene in front of him. He vowed he would never sit back and watch again. As the last bit of life drained from the victims body, he saw something on the building, symbols and lighting. He saw himself in surrounded in those objects. He became what he saw. He now had the power to stop the violence to save the world from what it was becoming. He was no longer powerless he became powerful.
