I know it's just fictional and it all happened for the sake of the book but it sounds like the reapings are rigged I mean the odds are literally in Prim and Peetas favor. Let's start with prim her name is in the bowl only once since Katniss wouldn't let her sign up for tesserae and she's only 12 meanwhile if I remember correctly her name is in the bowl 36 times not to mention the other seam kids who sign up for tesserae. Then Peeta he's the bakers son so no need to sign up for tesserae I think he's 16 so his name is in the bowl 5 times but that's nothing compared to gale who's name is in the bowl 48(again I'm not sure of the exact number) times. The odds are greatly in Prim and Peetas favor but they still got reaped so I know this all happened for the sake of the plot but if this was to happen in real life the odds of them getting reaped are slim.
