Emperor Maximilian I of the Occultorian Empire (the legitimate government of the Supernatural World), tries to reconquer the Province of Celio, but fails when the King of Celio sets a trap for him. On the bright side, Max sees his long-lost love in Celio and discovers she's a rain spirit and the Viscountess of Celio. Unfortunately, she's engaged to Count Ludwig and Max is still engaged to the manipulative Princess Sanchia of Magicka, so all bets are off.
In the meantime, Empress Lilith conspires with Irina Korsakova, a magician with transformation abilities. Their plan is have Irina murder Emperor Max, take his form and then announce he is resigning from the Emperorship, paving the way for Empress Lilith to re-ascend the Occult Throne without any questions.
As Book 4 ends, the Matriarch dies, which leaves Max with much hope. Would the new Matriarch be sympathetic to his cause and grant him an annulment so that he could finally be with Jessica? Or will his hopes be dashed?
