So recently there I was contacted by a guy named "Roy" after doing some more research I found out that this is 99.99% a scam. You should by NO means have any contact with him. Please report him and either block or mute him. He uses multiple different accounts/alias. (Below is an image of what I was sent.) Also If you do get a proposal for a novel or some type of partnership, then you would be contacted by Wattpad HQ not just some random person. Stay Safe everyone!
