The United States of America and surrounding territories will be formed as one utopia, and urban area called The City.

The City will be one union, with few but very important laws. Citizens will have free will, but they will follow the following:

I. Citizens shall not commit murder or other physical harm to any other citizens, except in a matter of life or death, using self defense.

II. Citizens shall not disobey the commands of any appointed City Officials of rank 5 or higher.

III. Citizens shall not disobey appointed rules set by their elder until they turn the age of adulthood, 16 years of age

IV. Citizens shall not be in their housing units between the hours of 10 am and 4 pm unless prior permission is given do to disobedience of rules (house arrest) or illness

V. Citizens shall not leave the City unless prior permission is given

VI. Citizens under the age of 20 shall not spend more than 2 hours at a time with companions with in a 5 year radius of their age without supervision by an adult over 20.

VII. Citizens under 13 years of age will attend school from 11 am to 2 pm on Mondays and Wednesdays. Adults aged 21 + will attend their scheduled work on these times and dates.

Disobedience of the previously listed rulings will result in:

One Time: A warning

Two Times:Loss of privileges

Three Times: 3 day prison sentence

Four Times: 5 day prison sentence and 2 hrs. City Service

Five Times: A court of law will decide if the party involved was deemed 'guilty' or 'not guilty' of the 5th offence. If not, the fourth punishment will be completed again.

If the party is considered guilty, a City wide execution will be held. All family, and close companions of the guilty party will attend.

If citizens follow these rules and sub-rules, they are free to do what they please with their free time.Changes to this document are legal if you have the consent of half of the Officials Level 3 and up, and half of the population age 13 +
