Some of you might have thought of this or maybe I'm to slow to realize but shirakumo had died in an accident right.... Then he joined the L. O. V. SO MAYBE.... Dabi IS TOUYA because he had supposedly you know cs. So then He joined the LOV. And maybe before he joined, since it was maybe at a young age (i don't remember)he cs, he was picked up at the second place Hawks was at. They ended up knowing each other there, but dabi didn't like it or something then that's when he meet the lov later.
