This is Karma. Her name used to be Kate.
Backstory: After being murdered by her best friend of 10 years, who was not charged with her murder, she was so filled with a desire to stop people from doing the same, Fate and Destiny took her in and she became the embodiment of Karma.
Powers: She can use her scales to scan people to check if their good actions outway their bad actions or if they're neutral. If someone is overwhelming neutral and she cannot decide if they're good or bad, she will have a small breakdown where her head is in pain and on some occasions she has cried during them. She can see everything about a person using the scales. She can decay whatever she touches, most times on accident, she can't turn it off. She also has the ability to put the dead where they belong, whether that being Heaven or Hell. After they are put where they belong, she will claim their souls and contain them in clouds of yellow magic and small black chains.

Personality: She thinks logically but likes having fun behind closed doors. She likes reading and animals, especially fish. Her favourite song is 'Wolf in Sheep's clothing' and she often questions how emotions work.
