To the Reunion Movement. Both organizations seek to improve the lives of infected people, but while Rhodes Island is trying to do it through medical and other means largely recognized as legal by the various nations of the world, the Reunion Movement seeks to tear down the establishment that ostracized them and replace it with something better... regardless of how much violence that takes. This is even lampshaded in Chapter 2, where Exusiai and Franka discuss why some of the Infected had to choose between Reunion or Rhodes Island, wondering what makes one faction different from the other.
