This is the second location and we don't know if the puppet was in it. But hears my theory.
Theory:
When the first restaurant closed called Fred bears family dinner there was 2 anomictronics Fred(golden Freddy), and the puppet. When the first child was killed his soul went on to be the puppet master. When the new place was open Fred was put in the back room and then Bonnie, Chica, foxy and Freddy were made.
