The story follows Joanne, a dissident, who is deceived by Thomas - another 'rebel' - into joining his recalcitrant effort helped by two others, Ferris and Theodore. Together, these three entangle her in a fictitious, tyrannical dilemma orchestrated by the High Council - Kidville's ruling body- to eliminate its remaining renegades.
