Fenna (Foxface) won the seventy fourth hunger games. Now the quarter quell had come and it has a twist. Only the disabled (mentally and physically) are able to participate. And for Victor Reynolds it just doubled his chances of being picked. He was born with a bad heart and if he gets to scared or to worried he could die.
