A big house, a kind maid, a mayor for a father; Jaclyn Charity, mayor-to-be, had the good life. She appreciated the hard work her father did for the town she hoped she'd be able to follow in his footsteps one day. Then, something happens. Jaclyn turns sixteen and things around her begin to change. She's being noticed by the boys in the town, though she is't allowed to be alone with them. Her friends are begging her to try makeup or perfume, but it's against her father's rules. Then, the anniversary of the Big Accident comes around and Jaclyn's life is thrown for an unexpected loop.
