First! Make a new canvas - and fill a layer with the desired color (For this tho - you probably want multiple colors or this process will be no better than changing the color of you pencil :\
Also make sure you have a layer under that. (This is the layer you will draw on!)
Find the settings on the colored layer and click "Clipping Mask"

It should now look like this bottom pic!

Just draw on the layer under the green one (Yours is probably not green but yeah)
To show this works - you see that little black dot in the top right hand corner of the pic?
Thats the color of my pencil!
But it is coming out green bc of the clipping mask.
