The three new students were... suspicious to say the least. Despite All Might vouching for them, their actions still sparked doubt in Todoroki's mind. Like the fact that they had 'forgotten' about quirks thanks to hitting their heads. But he had noticed, they hadn't hit their head very hard and they had seemed in their right mind when they had woken up, not panicked at all by what they claimed had been the result of a villain attack. All in all, a bit suspicious. Plus, transfer students? Now? Sure it was only a few days after the entrance exam, but if they were late shouldn't they have been not allowed in the class or something? So... why? Why would the teachers cover something up? Sure it was understandable to protect the students, but if those three were threats, then why would they put them in class 1-A? It didn't make much sense and there was still so many questions... and so the he came to the decision that the best decision would be too just observe them for now until he had enough information.
It was both easy and hard. There was Percy who seemed to slip up quite a lot of times and he could always get some tidbits of information about, for Nagisa, his reactions to things were the only signals of what he's hiding, while Karma's basically an imprenachable wall of lies, sarcastic remarks, and jokes. But all in it was enough to put up a few theories, sure, but definitely not enough to come up with an actual answer. After discussing with Midoriya, Iida, and Uraraka three days after the three arrived he found he wasn't the only one who had slight suspicions of them. Putting all there found information together they got in simple terms...
1. They kept "forgetting" what quirks are=didn't know what quirks are when arrived
2. Percy has strange customs- food in fire, gods instead of god, who's Hades, running around the track with and practicing his sword every morning with the other two
3. Percy's power is super powerful so why hadn't they heard of him before?
4. Percy seems to American while Nagisa and Karma Japanese which brings up the question of how they know him
