Ehhhhh... I really don't know.
I feel like they're too similar to be together, if that makes sense. Or it'd be like an arranged marriage type of relationship, where neither of them are really into it.
I also headcanon that Todoroki is aromantic (probably asexual too) and Momo is into women but doesn't label herself, I don't know.
You can ship it if you want, but it just doesn't make sense with how I picture their sexualities 😭
