Subject Information: Reffered to as a "Hollistic Detective". Receives intuitions about certain events, leading many to refer to the subject as 'pyschic'. However, all tests to prove this hypothesis have been met with negligible results and a negative response from the subject.

Current Status: Active/contained
Observation Information: First noted as a person of interest on 16th May 2014, identified by agents operating in England. Tabs have since been kept on Cjelli, most rigorously from the 24th August to 26th September 2016, where Colonel ███████ and Corporal ██████ tailed the subject from Salem, Portland, to Seattle, Washington. Subject met with Project Cain, one of the main targets of Blackwing observation, but an attempt to bring them both in prior to the 26th September was unsuccessful. Whilst being tailed in Seattle, there have been accounts of all members of Project Incubus and Project Marzanna operating in the area, having direct contact with the subject.
