Tony and Ziva sat at their desks as Gibbs came into the NCIS headquarters.

"Tony," Gibbs said pointedly.

"Yeah, boss?" came Tony's heated response.

"Ziva?" Gibbs gestured.

"Coming Gibbs," she replied, walking up to Gibbs' desk.

"You have never heard of rule 12 and a half, have you?" Gibbs asked as he took a seat.

Ziva furrowed her brow. "No," she hesitantly admitted.

Tony shook his head in unison,

"Well sometimes when life changes, the code you live by must change as well," Gibbs decided.

"So..." Ziva started, looking at Tony, "We -Tony and I- this love, can happen?"

Gibbs nodded, quietly.

Tony's surprised face broke into a small smile.

"Our baby can have two parents," he murmured proudly.

Ziva kissed Tony squarely on the lips, and laughed nervously.

Vance looked down from the stairway next to his office. Tony caught his eye, and he nodded with satisfaction. Vance approved.

"But what on earth caused Gibbs to change his mind?" Tony thought silently.

His question was soon answered. As he left with Ziva to grab some lunch, Gibbs pulled him aside.

"Thank Kate," Gibbs whispered.

Tony closed his eyes. Kate.

"Thank you my lil sis," Tony thought to himself, wincing in pain.

He would never forget her.

She was his little sister, and he kept her close in his heart.
