Aizawa groaned in displeasure, as he laid his head on the desk. What happened in the recent meeting of the HPSC, was exactly what they had feared.
Flashback:
The hero public safety commission had called a meeting between japan's top 10 heroes who were currently available. They had also called the people involved in solving the current vigilante's case.
The president of the HPSC was standing at the podium, in front of her were the heroes, Edgeshot, Hawks, Best Jeanist, Gang Orca, All might and Eraserhead. Nezu and tsukauchi were also there as they were a part of the team that was working on the case of the vigilante.
President: Thank you all for coming at such a short notice. As you all know recent events have quite stirred the people of japan and they are starting to lose trust in heroes. And we all know who is the cause of all of this. So that's why I’ve called this meeting to discuss the plan in taking down the vigilante shadow Reaper.
In a surprising turn of events, All might spoke up against this plan.
All might: While I do agree that the vigilante is causing all of this, I think we should do something to get the trust of the people back first, instead of going after the vigilante.
President: Nonsense! We have to first eliminate the threat that is causing us to lose money and people’s faith.
The heroes were now divided into two groups. One that agreed with the HPSC’s plan and second were the members who disagreed with its plan.
President: Also you three are no longer allowed to work on the vigilante’s case. The commission itself will solve it.
She pointed in the direction where nezu,aizawa and tsukauchi were seated.
President: Also those who are disagreeing with the plan, mind you that I have the power to cancel your hero licenses, and the government will take care after that.
All the heroes knew they were powerless in front of the government, so they reluctantly agreed.
President: So now that we all are on the same page, hawks, edgeshot and best jeanist get ready. You three would be one’s to initiate the attack.
Flashback Over
Nezu: The hero commission is doing something which would cause a lot of harm in the long run. What we all can do is sit back, and hope for the best.
Aizawa and Tsukauchi both nodded, as they waited for the sun to set, and darkness to envelope the world.

(5 minutes before crackdown)
