A/N: THIS CHAPTER CONTAINS SPOILERS FROM FALCON AND THE WINTER SOLDIER EPISODE 4! Okay I'm back at the writing because honestly it's the only thing I've had motivation to do all weekend even though I've had other things I should be doing ...oops! I've also started a Bucky Barnes Imagines book if you all want to check that out. That all being said, here's chapter 13! Feel free to leave feedback in the comments!

Walking into the refugee camp, it seemed run down compared to what it was supposed to be like. Right away, Alyssa could see that they didn't have the resources they needed. It broke her heart as she took in the scene in front of her. A GRC sign with the words "Reset. Restore. Rebuild." caught her eye from where it hung up on a wall. Maybe that was the original plan, but it was clear that's not what seemed to be happening here.
"Shame what's become of this place," Zemo spoke up as they stood in the entrance. "When I was young, we used to come here for fabulous dinners and parties. I knew nothing of the politics at the time, of course, but I remember it being beautiful."
"I'm going to take a look around upstairs. Aly, you come with me." Sam announced. "See what you can find out here. And keep an eye on Zemo." He directed that last bit at Bucky to which he nodded.
"I'll stay out of your way." She heard Zemo say as she walked away with Sam.
The upstairs area was not any more promising. No one would talk to either of them, running away as they approached or after Sam asked about Donya. It was clear everyone here was loyal to the Flag Smashers as they walked through the now emptied hallway.
They ended up walking to the end which looked to be a classroom with a teacher and a few children. There was some art work on the walls, but besides that the room seemed very barren. Nothing that you'd expect from a typical, well funded classroom.
"Excuse me!" Sam called out, making their presence known. "Do you know a woman by the name of Donya Madani? She was a refugee here."
The man seemed hesitant to answer him as he stood up from where he had been teaching one of the children.
"We are not refugees, for we have nothing to seek refuge from." The man responded. "We're internationally-displaced persons, for what it's worth, and we don't trust outsiders."
"We understand. I'm not from here, but I have a pretty good track record of helping out." Sam replied.
"I know what happens when people say they're going to help out. Nothing." The man told them. "The Global Repatriation Council promised to send more teachers, supplies. That was six months ago."
"What's your name? Maybe I can make a call." Sam tried. Alyssa stayed quiet next to him.
"I know who you two are. But I can't trust you. I'm sorry." He told them as he picked up the last kid and walked out of the room.
"That's just awful." Alyssa muttered as they headed back down the stairs to the other two in hopes they had better luck. "I don't blame them for not trusting anyone when that's happening."
"I know." Sam replied, but it was clear his mind was racing trying to figure out what the next move should be.
Making their way back to the courtyard they came up behind Bucky who was watching Zemo across the way.
"It's starting to feel like a dead end." Sam stated. Alyssa tilted her head at the scene in front of her.
"The hell is he doing?" Bucky and Alyssa asked at the same time. They exchanged a look, a small smile flashing across their faces, before turning back to the scene.
