Phil crouches to the ground and takes off, leaving a strong gust of wind behind him. He lands on the roof that the boy was on before and deactivates God's Messenger, before chasing after the boy.
He's not stupid enough to use his ability in front of a bunch of civilians.
Phil slowly lands atop the roof, careful not to break anything underneath him, or slip off.
Once he's gained an idea of how balancing will work up here, he looks up and notices the boy running away and quickly sprints after him.
Phil personally wasn't too happy with the turn of events. Unlike the boys, Phil himself didn't spend too much time practicing his running pace, as he relied more on his wings. This doesn't mean he wasn't unfit or flexible in any way. He just isn't that fast of a runner.
He wasn't that trained in jumping from one building to another while chasing a child, but Phil was slightly proud of himself for being able to keep up.
A few moments of running and jumping goes on, every once in a while Phil notices as the boy is seemingly in one place before ending up in another the next second.
Two beeps alarm on his earpiece, indicating that someone wants to speak. So the blond man presses his finger on the earpiece while still keeping his eyes on the boy.
"Phil here." He prompts.
"Phil are you still after him?" Wilbur says over the earpiece.
"Yeah, but he's spazzing all over the place."
"Emotionally or physically?"
"Idk mate!" Phil shouts. "I'm not the english major!"
"I dropped out." A deep voice interjects.
A sigh clearly being carried over by the mic, most likely from Wilbur. "Anyway. I'm pretty sure his Wonder is quite literally just teleportation. Why the US didn't say and why he gains black spots is unknown to me."
"How am I supposed to catch him then?" Phil asks. "He's quickly gaining ground."
"Use your wings." Wil orders. "I'll deal with the civilians like usual. Don't hurt the boy in any way."
"I know."
"Techno you turn into a bird or some shit. Back up Phil."
A grunt is heard from the other side of the line before a large whoosh of wind.
