All Might: well,there are 4 good candidates,Young Bakugo; with her explosions amped up she'd be basically unbeatable,Young Todoroki; adding elemental attacks to my fighting style,Young Samu; with a quirk that can be used to up her own physical abilities made more powerful by a quirk that also ups physical abilities and Young Togata,with One for All increasing his physical abilities,his power move would be a guaranteed one hit knockout. However,Young Togata's quirk might not really benefit from One for All because of it's nature,Young Todoroki would have to have two different fightings styles and one of them kinda consists of two fighting styles,also Endeavour might notice a change in quirk and Young Bakugo's quirk might get out of control based on how powerful it gets. Togata is also a third year so his abilities might be artificially better than the others.
Nezu: So,why not Samu?
All Might: Her quirk builds energy,it accumulates it in whatever she's touching,I'm not sure that would be safe when mixed with One for All,if they combine then she might accidentally push it farther than her body can handle and she'd explode.
Nezu: Ah,I see
All Might: I need to observe them for longer
Nezu: okay,take your time,it's a big decision.
