A little pause on the jokes here, Henry and Charles are kneeling in this scene and I believe Henry did genuinely like Charles, it's just even with Project FEAR mind controlling him, his loyalty to the government won't be broken, it's like that Rewired fail in MBH. I believe since Henry knows the timelines, he most likely saw which characters were going to be greatly affected by FEAR. So he basically pitied him here, giving him a little bit of interest that he felt when they first met then ending his misery.
