Back in the '40s Jack spent some time with the Howling Commandos for some of his missions. He had ended up dying in front of Steve Rogers and had to go off on his own for obvious reasons. Now, in the 21st century, when a team of heroes requests Torchwood's help, Jack is shocked to see Steve Rogers alive though not quite as shocked as Rogers himself. Maybe Jack should've paid more attention in his history lessons on Earth heroes...
