K so this is based on the deleted scene of Barry and Cisco in 1x23 where Cisco tells Barry he's his best friend.
~ Third person POV
"Hey Cisco, wait up" yelled Barry, "hey, cisco! Stop! You okay?"
"Yeah, Barry, I'm great", Cisco replied
"You sure?", Barry said, not believing his friend
"Look, I never really understood what love meant, until I met you, Barry". Cisco said, leaving Barry in confusing
"I-I what do you mean by that, Cisco?" Replied Barry
"What I'm trying to say is, I know that Dr. Wells is an evil mega maniac, but he's the only reason I met you, Barry. You're my best friend, but I just wish you could be something more. Truth is, I want you to be my boyfriend, I know that you're gonna go back in time, and we'll probably never meet, but Barry, I love you". Cisco said as he started to cry. "I'm sorry, Barry"
Barry pulled Cisco closer to his chest, and kissed him passionately. "It's okay, I love you too", Barry said continuing to kiss Cisco.
"Look, the universe wants us together. No matter who I'll be, we'll find each other, Cisco".
Cisco began to have a huge smile on his face, and kissed Barry once again.
