-He has albinism, which is why his skin is extremely pale, even if it's not pure white. Due to this, he also dyes his hair black, and also has awful eyesight (which got worse with the fire's aftermath).
-Related to the albinism headcanon, part of the reason people believed Jeff had cut off his eyelids was due to the fact that his eyelashes happened to not be as pronounced due to his condition. The other part of this rumour just happened to be that he has an awful habit of staring for elongated periods and holding his eyes pretty wide open.
-He's missing part of his right thumb and most of his right ring finger. Below the elbow of his left arm is amputated.
-His parents were far from the best people, not even making the bare minimum. Due to their neglect and abuse, Jeff found himself raising Liu/Sully and being their parental figure in a way, even if he was only really two years older than them (or the same age in Sully's case). Since he had been caring for another person for as long as he can remember, Jeff still has a habit of being overly protective and worried over the people close to him, despite being a mostly cold hearted serial killer.
-Toby and him have known each other since they were fifteen, Jeff having happened to move into the same town before his life went sideways. Jeff didn't know that Toby had also ended up in a similar position as him, so you can imagine how confused he was when his best friend somehow worked for the same entity that had offered him shelter,
