STG Report on the Pact of Defiance.

Ever Since the incident at Ilium, all Pact ships have left Citadel space. This has had lasting impacts on our society.
It proved that races can evolve outside the relay network. This has led the Pact to go down a different technological path.
They have been space-faring for some time. Current estimates by the STG reports that combined, the Pact has a population of at least 800 Billion. While the big three of the Council still eclipse them (With the council races coming in at tens of trillions), this puts the Pact in fourth place. Estimates show that given another century, they might surpass the council in numbers due to more living space, the advent of large-scale orbital habitats, and the ability to colonize outside of Relay safe zones. Also, these numbers only account for organics and not their artificial intelligence.
They have more space to modernize. While it's clear that the Pact can use the Relay network, the fleets that blockaded our homeworlds, now known as the Grey Phantom fleet, entered via unknown means. This means that they can travel to worlds that lack relays, are far from relays, or lack planetary bodies to discharge FTL drives
They are more united than us. We have seen dozens of different ship designs. This shows that the Pact is, while having separate cultures, is more willing to work together as single military formations. Their willingness to continue negotiations with the Quarians is another matter.
They have AIs. Supposedly, Pact Species and synthetics have co-existed for hundreds of years. This means that the Pact has a technological and quality edge over us while not having a persistent fear of AIs.
They are extremely militaristic. We've seen those ships, called Titans. The Dreadnaughts deployed by these Titans are what the Pact calls Cruisers and Destroyers. Cruisers are self-explanatory, being middleweight capital ships (this has ramifications, however, as this means that every ship in their fleet is typically twice as long and armed compared to our ships). Destroyers by contrast are up-gunned frigates (or in our case, up-gunned ligt cruisers). They have also been involved in a number of wars, most notably the Glyrain-Pact war and the Khanate war. They have also been involved in a number of minor proxy conflicts with the Commonwealth of Man.
They have inspired the dissident parts of Citadel space to fight. During the Blockade, we saw an increase in raids by slavers and Pirates. Even when the blockade ended, the image of Council strength was shattered.
Species list
1. Irassians are four-armed Mamillians. They are supposedly the leaders of the Pact. They have the most advanced technology. It's possible that this race is older than the Protheans, evident by their experience, advanced technology in their Titans (it's supposedly powered by dark matter, though this is still unknown). Nation-state: the New Irassian Concordat.
2. Vissari are avian-like creatures similar to the Turians, though with more noticeable bird-like features. Expert engineers and diplomats. They keep the Pact together (not that it really needs that much effort.) A significant chunk of Pact bureaucratic and scientific labs reside in their space. They are very adept at war. However, they are more peaceful than others. Nation-State: The Vissari Planetary Directorate.
3. The Ztrakphor are another Avian-like race, though with more of a resemblance to Turians. Shrew industrialists and warriors, they manage several corporations that empower the Pact. Said Corporations are held in check but they are as good as any Asari economic giants. Some of the best pilots are also found from the Ztrakphor. Nation-state: The Ztrakphor Parliamentary Kingdom.
