This will be a quick and simple one. What if the Whirl Wave event from ancient times never turned humans into Metas across the world. In other words, what if the Whirl Wave never teared through time and space to breach through in this universe? What would their society look like? Well, we can skip forward towards todays society and observe.
The peoples lives in this universe is still the same as the usual. They wake up, get ready for work or perhaps their education, then head out the house. The morning day is often calm and peaceful for a time except when one causes chaos and endanger lives. However, those nightmares doesn't exist in this reality. That's right... the concept of metas-humans are no more than mere fiction to these humans, or one should say comic book characters. If they ever dreamed of having special abilities, they would've critically think having those extraordinary gifts are would be impossible to gain due to "laws of physics" or an old saying "doesn't make sense" considering Meta-humans are often known to bend the laws of the universe and the Mother Nature of this world.
Let's take a deep quick look at our hero's lives in this different universe. Alexander; also known as the hero SkyWard was never born with the meta-gene, but he does live a happy and stable life and was never adopted. On the side note, this version of him still bears the passion to help improve the world as a common inventor.
Elizabeth Zann; you know her as the Crow, the vigilant bird of prey of the night. The guardian who fights criminals in the shadows to protect the innocent. But, you'll be surprised when you see the life she has here. In this universe, Elizabeth actually lives with her real family the life she was meant to have. The creed of Talon still exists, but in this reality they never had to take her in as a child. Elizabeth Zann is currently a college student and her with photographic memory she'd just might be able to earn her Bachelor's degree. As you observe, Elizabeth is a vastly different person. Very different from the Crow you knew.
You get the idea? Without Meta-Humans roaming every corner of the world and hiding in the shadows—the Earth is free from there destruction. But, that doesn't mean they can still be considered as myths or unknown anomalies.
I'll showcase the others hero's you know. In this universe, Aaron Diner still has his speed, just as he is destined to, however he never became the speed hero known as Quix. He never took on the hero role—here he lives a normal life like everyone else. However, his parents still died from the accident that gave him trauma. Still, he grew up as normal kid and accepted the death of his parents. He is currently a part-time high school student and also taking care of his younger cousin, while living in their grandpas house whom he past his inheritance to his only grandson before he passed away earlier before Aaron gained his powers. While Aaron still have his speed, he does often uses his abilities for simple chores. How amusing. Glad he isn't reckless enough to show the world who he is. If he did that would be very dreadful on his part.
Yuna Mado, the chosen Supreme Sorceress. In this universe, her husband and son still died the same way. Motivated by their deaths she went back to mystic arts and trained herself to become what she is meant to be. When the threat came, Yuna stood tall and defeated the mystical foe. Then everything went back as normal.
To summarize, this is what the Earth would be like if Meta-Humans never existed.
