It's been two years since the Battle of Marineford. The Straw Hats are currently MIA, yet pirates still wreck havoc on the Grand Line and New World. Realizing that their current approach to piracy has had little effect, the World Government has devised a new way to fight the scourges of the water: Stop them before they can even become pirates! They've began to crack down on the four Blue Seas, establishing Navy fortresses on as many islands as possible. A Vice Admiral has been placed in charge of each of these islands, and most of them rule with an iron fist. High taxes, unjust laws, and extreme punishments. If that wasn't enough, Reverse Mountain–The only way to get to the Grand Line–is now heavily guarded by Marines! While the overall rate of Piracy on the seas has gone down, the people are suffering for it.Things need to change.
Somewhere on the North Blue, a lone sloop sails the calm waters. It's a gray day, an overcast sky threatening to unleash rain on the water below. On this sloop sat one man, nose deep in a map. He was about 6 feet tall and had tanned skin, some of which was begging to turn red from being out in the sun for too long. (The cloudy sky had only just rolled in about an hour ago.) The man had a young face, looking to be in around his late teens. He wore a traditional Marine uniform, though with a few noticeable changes. He had gotten rid of the blue tie, painted a giant red X over the shirt, and traded out the Marine hat for a white cheesecutter cap.
This was Ketsuki Ponpu (Ket for short), and he was on a mission. The World Government had ruined his North Blue, and he was going to drive them out! He had stolen this sloop from a Navy base, and has been sailing in search of Seagull Cove: A little-known island that had nothing of interest on the surface. Why was Ket going there? He had gotten wind that something awful was brewing behind closed doors. Some sort of body-altering weapon was being developed, and Ket wanted to stop it! There was just one problem...
"Ugh, where's this stinkin' island?!"
Ket... was lost. He had read the map up and down, scanned over it time after time... But he had no idea where he was going! He wasn't very... good with maps, and for all he knows, Seagull Cove could be across the sea! Ket scratched his head and frowned, closing the map and putting it away. This was hopeless! "Man, if I don't find this place soon-"
Ket's out loud thinking was suddenly interrupted by a ear-tearing 'CREEEEEEEEEEEEEEEEAK!' as his sloop CRASHED into a rock! The sudden stop sent Ket flying into the air, the stupid sailor landing face first into the sandy beach below. Ket slowly got up, rubbed his head, and looked around. A few yellow sparks were rippling off of his body, a small display of the power he held. "Ow..." He muttered, taking in his surroundings. He was on a beach, a small stretch of sand that bled into jagged rocks. Looking up, Ket noticed a giant rock formation above him. It looked like a Seagull... could it be?
"Huh... Seagull Cove!" Ket smiled, standing up tall and stretching his back. "Looks like things worked out after all!" He giggled, suddenly very pleased with himself. Ket looked back at his ship and... it wasn't pretty. The crash had destroyed the sloop beyond recognition, and there's no way he'd know how to fix it! "Whoops... guess I'm stuck here..." He sighed, quickly moving on from this setback. He made it! So... now what? There should be a town here somewhere... maybe he could find some info on this whole scheme there! That, and some food would be nice... He hasn't eaten in days!
A pep in his step and smile on his face, Ket made his way off of the beach. This was it! This would be the first step, the starting point in a great war...
