The Investigation Part 1

After a long day for Tony he was on his way home. He was excited to see Harry again and ask about everything he saw. He was interested in the magical portion of the Smithsonian so one day he would have to go there with Harry as well. The drive home with Gibbs was uneventful. Tony decided he wanted to cook tonight and make chicken parmesan so they stopped at a store to pick up a couple ingredients he will need. When they got to the house they saw Clive sitting in the kitchen on his laptop looking something up.

"Good afternoon Uncle Clive, where is Harry? How was he today?" Tony asked putting the bags on the counter to start making food.

"We had some trouble at the beginning after leaving the NCIS building but as soon as he saw the giant elephant in the entrance and the dinosaur bones he forgot all about being scared. He did have a little accident in his pull-up because he was too excited to know he had to go so you better watch out for that. He is upstairs taking a nap right now. He was really embarrassed and tired after the accident. I will let him tell you more when he wakes up." Clive said putting the laptop away to talk to them.

"He wasn't trouble for you right?" Tony asked.

"Not at all. I think that me helping him change may have been a little much for him because he doesn't know me as well as you. He's a great kid Anthony." Clive said. Harry only got whiney when he had the accident he thought. "How was your first day back to work?"

"It was long. I love what I do and the difference we can make but I have been having problems with one of my coworkers. Actually speaking of that I am not sure if you want to stay in the apartment tonight, it is likely she will try to break in again if I do not answer the door." Tony said as Gibbs came back into the kitchen to see if he needed help. They started the oven to cook the chicken. Tony put Gibbs in charge of making the pasta to go with the meal.

About 15 minutes later Tony went up to wake Harry and get him ready for dinner. He changed him real quick and carried him downstairs. They spent the time at dinner talking about everything Harry had seen in the museum and how much he was looking forward to going again. They cleaned up and got Harry ready for the night after watching The Good Dinosaur at Harry's request. Clive decided to rest there tonight even though the wards should keep him safe, they will be tested if Ziva does go to the apartment. They were proven right around 1:30 am when the wards went off and Ziva was repelled as she had tripped the wards put in place to turn away all with ill intent.

The next day started with Tony waking up with a little foot near his face and a tiny body spread out across his bed. He could hear the soft breathing from Harry and slowly got out of bed trying not to wake him up. He knew Harry had been up with some nightmares last night and did not sleep that long yet. He had a quick shower and went to make breakfast for himself. He knew that Clive was going to take Harry to one of the nearby parks this afternoon so he could know the area they are living in better.

He and Gibbs got everything ready and then went up to say good morning to Harry. He woke him up briefly to say goodbye and make sure he was okay. He did not want to know what would happen if Harry woke up with him gone.

They dropped by Tony's apartment to make sure that everything is fine before going to the office. Ziva was not even able to get into the apartment due to the wards, luckily. As they came into the office they noticed that Ducky, Abby and Lance's cars were there. Gibbs went to talk to Ducky and Tony went to his desk to get things settled.

Tony started working on an interesting cold case about an arson on base where the only suspect had an alibi. Tony felt something was off with the case and got to work. About 15 minutes later Tim came in and greeted him. Tony greeted him back and asked how his night was. They made small talk for a few minutes until they both got to work. Gibbs came back up at that point and got to work as well. He was working on his own cases for a while. He nodded to Ziva when she showed up.

**Meanwhile**

Leon Vance knew today was going to be a long day. He had stayed up late yesterday reading everything in the folder Tony gave him. He had written notes on things to look up this morning. The first thing he would need to look into was if Ziva ever attended FLETC training. If not he would need to call up JAG and tell them so they can sort all the cases. Luckily Tony co-signed everything to keep it legal.

He pulled up Ziva's file, immediately noting how thin it is. He saw her Mossad training, her clearance level which is honestly astounding how much clearance a liaison officer was given, and finally her schooling and training. The second he saw the training missing he knew it would be a long day. He called out to Cynthia for a coffee and someone from IA to be sent up. He sat back and waited for someone to come up.

About 15 minutes later he was drinking his coffee when Louis McKay from Internal Affairs entered the office. He was the director of IA and often the one to work with the higher ups.

"Good morning Director Vance. What can Internal Affairs do today?" McKay asked.

"Good morning Agent McKay. I will be honest this is going to be a mess. You may want to grab a notepad and take notes." Leon said, waiting for him to do so. "Yesterday Agent DiNozzo came to my office along with Agent Gibbs to report their fellow team member and officer, Ziva David. DiNozzo had to go on an emergency family leave as you are possibly aware. Apparently at some point while he was away Liaison Officer Ziva David broke into his apartment and damaged some of his personal property. This, according to him, was not the first time. He has had a change in status that led to him coming to me about this to protect himself and his family from future break ins."

"That is a serious matter but did not happen at work director. Was there proof it was Officer David?" Louis asked, taking notes on everything so far.

"Yes she left a note for him that I have here. While coming to me Agent DiNozzo also brought many things to my attention that could seriously harm NCIS if not handled properly. I was handed this file, which I made a copy of for you and one for JAG. He started taking notes of instances of insubordination, questioning authority, committing crimes to apprehend suspects, and dereliction of duty failing to adhere to the chain of command, breaking American Laws and more. He also brought to my attention which I have checked and verified, Officer David never attended FLETC and has the highest clearance. I received an email yesterday that Officer David was sending emails in Hebrew to someone that should be looked into and translated." Vance said, pulling out the copies of the file for Louis McKay to read.

"I will need a bit to look through this, make sure you call JAG and tell them to come here for this afternoon so we can have another meeting about all this. I would recommend A. J. Chegwidden brought in on this." McKay said grabbing the folder. He got up to go to his office to read through everything and start taking notes.

When McKay left Leon decided to call JAG now and get them involved and in for the afternoon. He also had Cynthia send down a note to have Tony and Gibbs at the afternoon meeting to discuss more. He had Chegwidden coming this morning to get and look at the file. He informed Cynthia that he was coming and to let him in and cancel all other meetings for the afternoon.

Around half an hour later Chegwidden arrived and after another conversation exactly like this morning he also went off to a conference room to read the file and take notes.

Lastly Vance called Balboa up to ask about Officer David and let him know why she was with his team and what he could expect if word of the investigation leaked early. He added his own observations and said he would send copies of all the reports he tried to file against Ziva when Director Shepard was in office. He explained how when Tony was Team Lead they completely disregarded him, came in late, left early, and all around insulted him to his face. Vance added those notes to his legal pad as well. He thanked Balboa and got ready for the afternoon meeting he was about to have.
