Arashi's Point of View:

Jumping from the Hokage tower, I see a rooftop and land there. Kakashi soon lands next to me.

"So Hatake-san, where is Naruto?" I question.

"Ma Ma none of that, just call me Kakashi," Kakashi states.

"Okay then Kakashi-san. Now where would Naruto be during this time?" I ask.

"He would be at the orphanage getting ready to eat dinner," Kakashi states.

"Lead the way," I say.

Kakashi starts travelling from rooftop to rooftop, and I follow.

"Say Kakashi-san, why didn't you take in Naruto after Minato and Kushina passed?" I ask.

"It's not that I didn't want to but the Hokage made a law that no clan could take in Naruto," Kakashi states.

"What!?! Why?" I question.

"The council pressured him to, stating that if the jinchuriki was raised by a clan they would control him," Kakashi states.

"That is stupid! Why does Hiruzen allow the council to interfere with shinobi matters in the first place! Isn't the council filled with civilians?" I question.

"The council is made up of civilians but they follow the lead of Shimura Danzo," Kakashi explains.

"Still I don't understand why Hiruzen allows them to control him. Isn't the Hokage supposed to have the final word. It's not like the village is run by democracy. Doesn't the Hokage have the last say?" I ask.

"The Hokage has been more lenient giving the civilian council more power in the matters of shinobi," Kakashi answers.

"And the shinobi clans allowed this to happen? Didn't you raise your voice against this?" I ask.

"I am not apart of the clan meetings," Kakashi states.

"And why is that? Aren't you the only living Hatake left?" I question.

"I don't see the point attending pointless meetings. It's not like my say will make a difference. Plus no one is bothered to complain why I am not there," Kakashi answers.

"One persons say could change the whole outcome Kakashi-san. Your clan has its own standing in this village. Now that I have to attend these meetings, you will too. And don't think you can escape because I will find you and drag you to the meetings," I state.

"Ma Ma don't get too serious. It's not like you can force me to go," Kakashi states.

"We will see," I state.

Kakashi stops in front of the orphanage.

"So this is where Naruto stays?" I ask.

"Yes, Naruto has been here ever since he was born," Kakashi states.

We enter the orphanage and head to the matron of the orphanage.

"Hello," I say.

The matron looks at us, "Welcome, what can I help you with?"

"We were wondering if Naruto Uzumaki is here," I say.

"That demon brat! What did he do this time?" The matron says.

"What do you mean by demon brat? Naruto hasn't done anything to us. We were wondering if we could meet him," I state.

"That brat is a demon! I don't understand why you would want to meet with it. If you are looking to adopt a child I will show you actual children," The matron states.
