Zelda Willows had grown up in District Four. The ocean that surrounds the District embodies who she is as a person. She is very calm until she is not, leaving behind nothing but disaster. District Four is considered a Career District. All the kids train just in case their name is called to the bloodbath. When Finnick Odair, Zelda's best friend, was called, Zelda felt her life crumbling beneath her. When Finnick returned a Victor, life went back to normal. Until Zelda's name is called, she has no choice but to fight for her survival to make it back alive.
