We all know Billy is a touch starved bean with mommy issues, so it was difficult for him to admit such deep feelings for another person. So I think, unless if you wanted to wait a super long time, you would have to say it.
Billy had just beat some Breyer butt, only because they called you horrible names. Now of course, Billy had gotten scratched up himself. So here you were, dabbing some medicine on a cut on his face.
"Billy, you really need to be more careful." You said. "I am careful." Billy said. You gave him a look, glancing at the bruise on his face. "Fine.. fine, I'm sorry. I'll try to be more careful." Billy sighed. "Thank you. I'm only acting like a mother because I love you, you know that right?"
Billy was silent as he stared at you. "Love.. you love me?" He questioned. "Of course silly. I really do." You giggled softly. Billy could only stare at you, before smiling softly.
"Love you too, dork."

Surprisingly, I think you would. At first I thought Freddy would, but then again, this boy is afraid of rejection. Even though you two are dating, he still has the fear of being shut down and thrown away. So, I think it would have to be up to you.
"So you see, that's why dc is better than marvel." Freddy finished. "Okay, but, I still think Thor is hot." You shrugged, holding back a smirk. Freddy gasped dramatically. "Y/n, how many other characters do you think are hot?" Freddy questioned. "Hm, let's see... Thor, Loki, Steve Harrington, Stanley Uris, Peter Parker, Reigen Arataka-"
"Okay I've heard enough!" Freddy exclaimed as you giggled. "I'm just joking.. kind of." You teased as Freddy groaned, pouting slightly. "I do like them, but I don't love them like you." You said, making Freddy freeze in place. He just blinked, making sure this wasn't a dream, before looking at you. You laughed softly, blushing.
"You said you love me?" He questioned. You nodded quickly, and a smile beamed on his face.
"Good, because I love you too."

Again, another surprising outcome. This shy boy, confessing his feelings?? I know, a little weird, but hear me out. He's not good with his emotions, and he always feels bad for being so cold towards you or others. So he would be trying his very best to be a better boyfriend.
"Oh come on Pedro, you don't like No Doubt?" You whined. "They're alright, but definitely not the best." You gasp dramatically at this, taking offense. "Hmph, well whatever. I love them." You stuck your tongue out playfully.
"Not as much as I love you." Pedro chuckled softly, blushing when he realized he went through his plan of telling you his feelings. He glanced up at you, and you were blushing too. You cracked a smile, giggling softly.
"Well, I love you too, Pedro."

It was sort of an accident, even though she did want to tell you. She had a whole plan set out, to go on the perfect date with you, to stare gaze, and then she would admit how strongly she loved you. Instead, it sort of slipped out. You two were at the library, reading together. Well, more like bantering.
"So, if you do a handstand, does that mean you're holding the earth?" You wondered. "Shut up, I'm trying to focus." Mary hissed. "Oh come on sweets, you know you love me." You teased. "I do, but please just shut up."
She only processed what she just said thirty seconds later, and she blushed. You chuckled softly.
"If that's the case, I love you too Mary."
