Those who were not included in the list is due to them not fitting in Izuku's personality like Mina and Hagakure are too childish and energetic and don't fit with Izuku. Momo is not included because she is too innocent and not meant for violence. She will only try to stop Izuku from killing and I can't do that. Killing villains will be needed in this story. Shoka and Katsumi Bakugo are not added due to them being assholes in this story.
