Aizawa and Hizashi were looking through Shinsou's file, and just from the first page they could tell that he'd had a very hard life.
In his past several foster homes, he'd been used as a source of income, a human punching bag for his other foster siblings, and even foster parents, and he'd suffered through more abuse than Aizawa or Hizashi could have ever imagined, from the extremely vague details that the social worker had shared with them.

Basic Information:
Hitoshi Shinsou suffers from Persistent Depressive Disorder, Insomnia, and Anxiety Disorder, all untreated.
He's been through several foster homes, many who have returned him to the system within 3 months to a year, or been taken from the homes due to reports of severe abuse and neglect.
He carries no items or extra clothes with him other than any provided to him while in the system, or in foster homes.

Hitoshi Shinsou has been through foster home after foster home, many having been bad environments, causing the child to be taken from them, or run away, leaving him on the streets until he'd been found by his social worker.
Some, he was left in for a period of time, despite his complaints due to lack of evidence, and lack of responsibility by his previous social workers.
2 different parents in different homes who had fostered him were reported to have tried to give him a good environment, but received much resistance to cooperate, or even communicate unless absolutely necessary for the child's basic needs.

Hitoshi Shinsou has been described as "difficult to deal with" verbally hostile, cold, and distant. Mental health experts in the system believe it may be due to the mental illnesses mentioned in the previous page, alongside past foster home experiences.
As stated on the previous page, he has not been known to stay in one home for longer than a year at most due to the reasons stated above.

While staying in the system, the child stays locked in his room, most of not all the time, with the exception of leaving to get meals or use the restroom.
Despite best efforts, the staff are unable to get him to interact with any of the other children in the system like himself, or with any of them.

Hitoshi Shinsou has had multiple social workers give up on caring for him, due to his lack of cooperation, or acceptance of advice involving changing his actions to be more appealing for parents looking to foster him.
