"Five years ago, I had a heart attack, and dropped right in the middle of my backswing," Ross said as he mimicked playing golf.You rolled your eyes and looked over at your dad who was behind you in a chair before looking back. A meeting had been called for the avengers and you all were currently sitting in a room all together while Ross talked to you guys.
"The world owes the Avengers an unpayable debt. You have fought for us, protected us, and risked your lives. But while many Great people see you as heroes...there are some... who would prefer vigilantes" he continued.
"And What Word would you use Mr secretary?" Natasha asked.
"How about dangerous," he said back which made You scoff.
"What would you call a ground of US-based enhanced individuals who routinely ignore sovereign borders and inflict, there will wherever they choose and who frankly seem unconcerned about what they leave behind?"
You looked at Wanda who was across from you, she was already looking back at you. You both knew who secretary Ross was individually aiming at, both of you guys, the most powerful and magic enhanced on the team. Ross moved over to show the board which started showing the locations of destruction that was left behind.
"New York...Washington D.C...sokovia...Lagos..." he said as he showed images and footage from the fights and the aftermath of them all.
"Ok that's enough," you said to secretary Ross.
"For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the government of the world can no longer tolerate, but I think we have a solution," he said grabbing a folder from one of his staff and sliding it over to Wanda.
"The Sokovia accords. Approved by 117 countries. It states that the avengers shall no longer be a private organization but instead operate under the supervision of a United Nations panel, only when and if that panel deemed necessary" He told you all.
"The Avengers were formed to make the world a safer place I feel we've done that," Steve said.
"Tell me Captain do you know where Thor and Banner are right now?" Secretary Ross asked.
Your blood boiled.
"Thor is off-planet, he's not from earth, I'm sure you remember that? And even if Banner is not here right now doesn't mean he's not safe, if he's not comfortable with being an avenger for any longer then we should respect his wishes, he can not force him to be a part of this team." You spoke up.
"We don't know if Banner is even alive," he said back to you, pretty much ignoring your other points. "Compromise, reassurance that's how the world works, believe me, this is the middle ground."
"So there are contingencies," Rhodey said.
"Three days from now the UN meets in Vienna to ratify the accords. Talk it over."
"And if we come to a decision you don't like?" Natasha asked.
"Then you retire."
This bastard won't even let us have a second opinion, it's his way or the next.

" Secretary Ross has a congressional medal of honor which is one more than you have," Rhodey said to Sam as they argued behind you.
"So let's say we agree to this thing, how long is it gonna be before they LoJack us like a bunch of common criminals? Sam argued back.
"117 countries want us to sign this. 117 Sam! And you're just like, 'no that's cool we got it.'"
