I have a soft spot for non EX pokemon, and the new jirachi is one of my new favorites. Not only that, but I love steel types as well. Let's get to the good traits :
1: Diminutive desire:
Definitely a useful attack for all kinds of purposes. The ability to pick exactly what you need out of 7 cards is really nice, and could get a deck set up faster. This could definitely help M Aggron EX decks and makes jirachi a candidate lead pokemon to be added to those decks. Also, if you retreat jirachi after using its helpful attack, that one energy discarded in order to retreat can be used by bronzongs metal link ability to power up your steel pokemon.
2: doom desire:
For a cost of [S] [C] , you can knock out your opponents active pokemon no matter how much hp or defenses it has. Ouch. But of course, this only works if you opponent cant retreat the active pokemon, because benching it gets rid of the effect. Still, on big bulky EXs that are popular right now such as Primal Groudon EX, M Aggron EX, and Primal kyrogre EX, who are slow and have high retreat costs, as well as HP, so this attack is a good, efficient way to take them out. Plus, that discarded energy allows bronzong to further abuse its ability. Unfortunately, This will be useless on fast, maneuverable decks like landobats, crobats, and M manectric EX, who just retreat for free.
3: resistance, typing, and retreat cost:
Jirachi has a favorable retreat cost, being able to retreat easily after using either of its moves. It has a handy resistance, allowing it to survive attacks from some of the more popular psychic pokemon, like Mew EX and wobofett. Finally, it's typing makes it favorable to run in M Aggron EX decks, just one, to take out bulky EXs and speed up setup.

What might give you troubles when using jirachi:
1: low HP:
Due to its low HP, landobat and crobat decks can pick jirachi right off, even when its on the bench. Lysandre can also drag jirachi out of hiding. But, then again, if your opponent is playing crobats or landobats, you shouldent even be playing this pokemon.
