Raffles came to Singapore after Sang Nila Utama left. He sighed a treaty with the person governing Singapore then and left a short while afterwards. He left the whole of Singapore to his right-hand man.
With Raffle's right-hand man governing Singapore, Singapore was in chaos. There were gambling and opium ( a drug made from the poppy plant ) dens springing up everywhere and people were being robbed in broad daylight. Others were being beaten to death. To solve this problem, he put up a small police station.
