A leading theory is that the teleportation powers and time distortion abilities aren't random, but aren't fully controlled either. A suggestion was brought up somewhere saying that it's highly likely that he (Slender Man) flat out can't use his powers, or at least they are slowed down (those at least; we've all seen the footage and photos of him extending his arms and legs) when someone is watching him. Cameras, you're right, have no effect; they only seem to provide an easier way for him to connect with and track down the people he stalks, and then follow anyone else who happens to pick it up, such as when Alex's camera was turned on again Slender Man found him, even though he somehow seemed to escape for a time.

The idea that Slender Man can't use his powers correctly when being directly observed by human eyes, or that at the least those powers are slowed down, isn't something totally new; The Tutorial had something like it in it, and the person I heard originally suggest it even backed it up with science (If I find the link, I'll direct you to it). However, seeing him also seems to let him know that you're there; remember the Marble Hornets Entry where Alex was looking out the window at Slender Man, and Slender Man turns to face him only after Alex looks at him first? It's been cited as supporting the idea that, though SM lacks the five senses, he does possess a sort of telepathy that allows him to find people. He can feel that he's being watched, and goes after wherever that feeling came from. Sort of like we can feel when he's watching us (but more psychic-powers than paranoia), though most of us run away rather than head towards him.
