He was bred to be the strongest, but the FBI found out about the organization and destroyed it and saved him. However, he'd already grown insensitive to everything, and when they learned of what his quirk was, they sort of freaked out. The FBI held onto him for a few years, and at the end of it, decided he needed a change of scenery (just wanted the calamity out of the USA)
Thus, with nowhere to put him they sent him to UA since they had many connections there. He was placed in class 1A so that Aizawa could keep an eye on him. All faculty is made to sign a non-disclosure so that his quirk doesn't get out.
