Eleanor Keys is a witch that lived hidden in the town of Gravity Falls. She had a husband, but he couldn't give her children, so she had the brilliant idea of making a child out of magic. She alone couldn't do it, her power was too weak, her husband had no knowledge in it, so he was useless too. Eleanor summoned Bill Cipher to give her this extra hand on her magic and said that in return, she and her daughter would serve him however he wanted. Bill agreed and the magic came to life, giving existence to a little girl named Eve Keycode.
Eleanor's husband didn't want his child — even if not his — to follow a demon or an evil path. He took her away from her mother and hid somewhere away. Eleanor failed in finding them, so Bill killed her. Eventually, Eve's father was found, but he put a spell on her so Bill wouldn't get close to her so easily. Eve was four years old when she last saw her "father", since then, she grew up alone (and aware of her powers).
In Gravity Falls, Bill and her never "met", but in some AUs, they might meet (such as Gravity Rises).
