Arthur can say anything about merlin but if someone else does he makes them pay for it so what happene when someone hurt merlin who tries to hide it?

Arthur had become king right after his father died and he had changed a few things. Not a lot but he wasn't nearly as unfair as his father was.
He made sure people didn't pay more taxes then they can afford and sought out to make alliances with the Magic users. They agreed since merlin was emerys.
It had taken Arthur a while to wrap his head around the fact the man he had trusted and loved had kept this from him.
They had talked and merlin answers his questions with ease as if they had talked about it many times before.
It was only when they got back and he saw him with the other knights did he let his anger fade. Watching merlin still act like himself even if Arthur knew made him sure the man he knew was the true merlin not a fake he used to get everyone's trust.
He had offered merlin to be the court sorcerer to which he refused giving it to Morgana. She had been under a spell from her sister. merlin broke the spell when he killed her sister.
Ok so maybe a lot had changed but it was all for the good of camilot. He undid the ban on magic except dark magic and had taken Morgana back in after finding out the truth.
The day she realized she had powers was the day uther made her watch an execution and she had felt the magic fade from the world.
She had been so angry and her sister used this to make a spell where she only felt anger, uncontrollable rage.
Merlin had realized this when they had kidnapped him. He had made a joke. One Morgana in a normal state even if she was evil would have laughed at since it was about arthur.
However she didn't, her face staying blank making merlin realize. Once merlin had gotten away he had defeated her sister the spell broke and it was as if his sister had woken up.
She didn't remember much at first and as it all caught up with her she began to shut others out feeling guilty.
However when merlin trusted her enough to give her the position of court sorcerer she had become the old Morgana which Gwen was happy for since she got to be her servent again.
Mordred also didn't die. Merlin had told him about the fate of the two. Morderd was suposed to kill Arthur and Arthur was suposed to kill him however after being knighted and spending time with them mordred changed his view on the prince.
Today however things would change from the peaceful days he had gotten used to something much more angring. He noticed merlin wincing as he bent over to grab some clothes he had left on the floor.
When Arthur looks up he can see a little purple sticking out under merlins shirt.
He had gotten up and walked over grabbing merlins shirt before he could react and pulls it up. "What the hell" he had said loud and shocked.
Merlin had taking his shirt back and held it down. There were bruises all over merlin and Arthur found himself outrage.
"Who did this" he asked and merlin looked everywhere else but at him.
"It's not a big deal just got in a little argument." He said which was a lie.
Arthur knew this much as well. For one Arthur knew merlins magic could easily stop someone coming at him he has seen it first hand.
For two In camilot there had become a silent unspoken rule that everyone seemed to know. From the lower levels people to the high dukes and men of the kings council.
