Forgiving others isn't doing them a favour but honouring God. We forgive because we remember ourselves when we were in similar standing with God. Where we were guilty before Him yet out of love He punished someone us for our sins.
Forgiveness isn't just forgiving the person because they apologised or asked for your forgiveness. It's not even if they saw their wrong or not.
When did you ask for a Saviour to die in your place? And when did you beg for mercy and grace? When did you know His name? When did you appreciate His love?
And tell me, did the isrealitess know their wrong when they crucified him? C Weren't they blinded by darkness like you and me once were? Then why not realise even your fellow brother and sister are so blinded like.
Did Christ not himself say?
"Father, forgive them, for they know not what they do."
So forgiveness isn't dependent on them seeking it from you. Forgiveness is an overflow of the love and gratitude you have for God. That if He could forgive and a sinner like you and me, with His help we can forgive anybody.
