Although Gabriel appears to have feelings for Emilie, it seems more like an unhealthy obsession. He uses his love for her as an excuse for his actions as Monarch/Shadowmoth/Hawkmoth/whatever new name he gets. Personally, I do not support their relationship, and if Emilie were to wake up and see the person he has become, she would likely end things immediately.
