In Late 2063 to the current day, the IU began racing to the Asteroid Belt... however, this was also when an Independence movement was already stirring up in the Outer Colonies. The world of Tato was the first to ever trying to secede from IU Control.
With newly constructed Deuterium-Tritium Fusion engines, an IU Task force of 175 Warships and 700,000 Personnel would retake the planet back from separatist hands, after a long hard conflict from 2064 to 2069. After this point, it became clear that the Outer Colonies such as Tato, Outop and Igede were out on watch.
They might revolt again, and caused more bloodshed than they already did. With 56,772 IU Personnel losing their lives in the War, it became a message to the colonies not to mess with the IU. If you wanted Independence, prove to the people that helped you grow that you can do it on your own.
By 2073, two new factions entered the Arena... the ECR, and the OPE. The OPE, or the Outer Planets Empire, was formed when Tato recieved Independence in 2071 ONLY BECAUSE they were on better terms, and the fact that their government would remain loyal.
The ECR, or the Elebou Congressional Republic, was formed simply because of Political strife between Elebou and Laitis. After a long and heated argument between both sides, the OPE decided to let the ECR free, and to have Asteroid Bases and Resource Zones the IU were not attending to.
This gave the ECR a fair shot at growing Economically and Industrially. However, IU Goods were still surpassing theirs in quality and expense. They simply couldn't match the IU in any category... but in the Deserts of Usaro, a Cold War brews.
