The Hafnium-Cobalt Bomb, or the HCB, was the most terrifying weapon of war ever devised since the FIRST atomic bomb. The IU had a large stockpile of these by 2073, numbering 250,000 in total. Out of those 250,000 approximately 215,000 were Tactical HCB's, making the stockpile about 86% Tactical HCB's.
Meanwhile, the ECR has 148,000 HCB's and the OPE has 87,600 HCB's. Both respectively have a 62% and 58% Tactical HCB percentage. The amount of tactical nuclear weaponry in flow meant that anyone that accidentally finds a nuke could singlehandedly start a System Wide War...
With all of the Nuclear Tension... ECR and IU Governments ironically got along well, even without nuclear tension. They simply were similar, much more so than the Radicalized OPE... the OPE was more Fascist in nature than the ECR.
Hell, the ECR based it's own Government on the IU's, which copying is a major form of flattery after all. The ECR-IU Relations were pretty good overall, 6.5 or 7 out of 10... though, the OPE hated both the ECR and IU, and did not shy away to show it.
However, they ALSO did not want to completely be annihilated by the defenses of the IU, and the Offensive Capability of them either. They also feared an attack on their shipping from ECR funded Piracy. This became a very heated discussion between the two powers, and it almost started a Nuclear War... but the IU President at the time would assist in breaking the tension.
