A/N: Wow, this one turned out to be pretty long... Enjoy :D

High atop a hill, Monkey D. Garp stood surveying the children playing below as the wind tousled his gray hairs. From his vantage point, they looked like any others: carefree, innocent and full of life.

He'd known about her for some time now, always lurking in the background whenever his reckless grandson was involved. Just like now, he'd observed her from afar. On the rare occasions Luffy wasn't around and he'd cross her on the streets, she was always lost in the clouds to notice him back, or at the beach racing towards the waves, her feet splashing through the shallows, her laughter mingling with the gentle roar of the sea, and then, as the waves surged towards her, she would dash away, just out of reach, almost like in a game of tag between child and the mighty Ocean. Other times, he would encounter her seating at the docks staring into the horizon, with a stricken expression, silently.

Who exactly is this child? Where did she come from? Where are her parents?  He wanted answers, but found nothing other than the story that a group of merchants found her inside a washed up barrel and brought her to the orphanage, where the girl, for some reason, hadn't stayed.

He admitted to himself, beneath the grime and her dry face for being hours under the sun, that is where she should have been. Easily, she would have been adopted: She was serious, collected, a little whiny from the little interactions he had seen between her and Luffy, but warm to the boy, and happy. She was a honest, little thing, who cared for the boy, played with him, looked over him. It's what allowed his duty to win over and as a man of honor, Garp made a decision: if his grandson had found himself a sister, then this poor orphaned girl he found no official background on would be his grandchild as well.

As her grandfather, Monkey D. Garp would look after her. With any luck, she would help to finally put a reign on that restless boy...

That very same day, as the sun dipped low on the horizon, he made his way down the hill and into the port establishments. The bar was dingy, but he frequented it to get intel from its sketchy visitors or for a good cup of whiskey. Its air was thick with the scent of alcohol and the low hum of conversations halted at his arrival. The woman behind the bar caught his eye as he approached the bar with a confident step.

"Vice Admiral."  Makino straightened up with a wary look, but at respectful tone.

"The young girl-"

"Is she in trouble?" She asked before he could finish.

"Not at all. No. I just-" he searched for his words, unsure on how to approach such a situation. He opted for the obvious. "I wish to meet her, that's all." The woman relaxed and looked over her shoulder towards a corner of the bar. There she was sitting at a table eating from a bowl of peanuts and drinking a mug of water. "Excuse me." He told the woman with a formal tone, leaving her behind with a curious, raised brow.

Up close, the girl was a smaller thing that he'd expected. For the time being at least, about the same height as Luffy, and equally gangly. A button nose in the center of a round face was framed by dark curly hairs and thick black eyebrows and lashes. She looked up at him with curious eyes and he found himself fighting a smile. With her skinny frame and shades, it was like watching a girl version of the boy.

"Hello there," he sat down and noticed she pulled back her bowl, as if he had come to steal it. "I'm Luffy's grandfather." She relaxed immediately, her expression a mixture of curiosity.

"Luffy's... grandpa?" She mumbled softly, her voice barely audible, but with a recognition as if she'd heard about him before.

"I didn't hear that."
