People who break the rules espcially ones such as bullying, bribery, will get blacklisted automatically. HOwever if someone breaks a lesser rule ex. not being an active member in the contest I'll just message them and give them a warning on following the rules and if said person doesn't follow rules they'll be blacklisted and kicked out of the compitition.
