The day after Loki and Thor arrive, the Avengers meet to decide how to handle Loki living in the Tower. Tony has already decided Loki can stay, but the team doesn't fully trust him.
"Maybe Loki is trying to change," Steve says. "We can't trust him immediately, though. We need to set rules for him to follow. What do you all think?"
"I think you're right," Clint agrees. "He shouldn't be left alone at any point. I know we have FRIDAY, but I will feel better if someone is always with Loki. He's sharing a room with Peter, which takes care of nighttime. We'll need a schedule for who will Lokisit the rest of the day."
"What about when Peter leaves to be Spider-Man?" Wanda asks.
"FRIDAY will alert us when he leaves. Someone will have to go to their room to stay with Loki until Peter gets back," Tony offers.
"Loki should be confined to their room at all times of the night. He should have a curfew to be in the room by and a set time he's allowed out in the morning." Vision suggests.
"What he proposes isn't unreasonable," Steve agrees.
"He'll be stuck doing whatever his sitter is doing," Pietro points out. "I can't imagine he'll be too happy about that."
"It's this or being put in Bruce's "Hulk Out" room all day. He can pick." Tony says.
"Let's make this schedule!" Thor shouts enthusiastically.
"You're okay with this, Thor?" Bruce questions. "I assumed you'd be against the idea."
"Loki may be trying to change, but he did bad things. He needs to earn your trust and the other way around."
Tony rubs his hands together. "Let's work on the Stalk Loki Schedule."
"We're not stalking him, Tony," Natasha says sternly.
"Same difference. Who wants to go first?"

Stalk Loki Schedule:
6:00 A.M.: Peter
7:00 A.M. - 3:45 P.M.: Peter/School
3:45 P.M. - 4:30 P.M.: Happy/Peter
4:30 P.M. - 6:30 P.M.: Steve.Bucky
6:30 P.M. - 8:30 P.M.: Wanda/Pietro
8:30 P.M. - 9:00 P.M.: Tony/Scott
9:00 P.M. - 6:00 A.M.: Peter/Clint
...
Despite the babysitting schedule, Loki quickly falls into life at the Tower. He understands not everyone is entirely comfortable with him yet, but they are working it out due to Loki's past of being manipulated and the revelation of his age.
Not that a schedule is needed often. Loki spends most of his day with Peter. The schedule isn't necessary as long as Peter doesn't need to leave Loki alone. So far, the only time Steve has to implement the schedule is when Peter leaves during the day for school or at night when he goes on patrol.
The Avengers don't mistreat Loki, but Peter is the only one who treats Loki as a friend and teammate from the beginning, which makes perfect sense. Peter was just a child when Loki attacked, old enough to remember but not old enough to hold resentment.
Loki is grateful for Peter's earnestness. He is not the best at showing his emotions, but somehow, Peter knows he's thankful. Peter also senses when Loki is overwhelmed and needs space to himself. He can't leave him alone, but Peter is a master of disappearing. He's built an opaque tent out of webs across the room's ceiling. When Loki asks for space, or Peter senses he needs it, Peter will crawl into the web and stay there.
