Katniss Everdeen is a problem.

Diana had watched the 74th Hunger Games from the comfort of her home in the Victors' Village, having given up the honor of mentoring District Five's tributes that year to Porter and Darius. She watched as Katniss Everdeen and Peeta Mellark from District Twelve defied all odds and won together.

Diana would be lying if she claimed she was happy for them.

In a way, rage has become her friend over the years. Rage is familiar. And she felt a decent amount of it when the two Victors were announced.

Why did they get to survive together? Why did they get to go home together when Diana and the 72 other Victors all had to leave the arena lone survivors? What made these two so damn special?

Her rage only lasted a few days. Afterwards, it grew into a bit of admiration. Katniss Everdeen and Peeta Mellark had achieved the impossible. They brought pride and joy to their district unlike Twelve had ever experienced before.

And they openly defied the Capitol and President Snow. Diana has the utmost respect for anyone who is brave enough to do that — only the Lord knows how much she wishes she could do the same.

And yet, Katniss Everdeen poses a significant problem. While her defiance is admirable, Diana travels enough to know of the uproar it caused in the districts. Riots had broken out in District Eleven. Whispers of a rebellion echoed through all districts aside from One and Two. Katniss Everdeen has built herself into a symbol of hope without even knowing it — and in this world, hope is not acceptable. Diana knows this better than most.

That is why Diana's fingers strum against her thigh in an anxious rhythm as she sits on the couch, awaiting President Snow's national address. In the year of the Quarter Quell, everyone knows that the announcement will be significant. Diana, however, cannot help the feeling of dread that pools in her stomach. She has always trusted her gut; after all, it saved her ass in the arena more times than she can count. And right now, her gut is churning in a way it has not for years.

Katniss Everdeen is a problem and Diana has a feeling that President Snow has a plan to solve that problem.

"Diana. Diana!"

Diana's head snaps to the side as a hand lands on her shoulder, the movement of her fingers stopping, her hand instinctively curling into a fist. She immediately forces her muscles to relax as she realizes with a twinge of guilt that the hand on her shoulder belongs to her brother. She hopes he did not notice her reaction. She knows he had.

"I said your name like five times," Jackson huffs and Diana blinks a few times in rapid succession to clear her head.

"I'm sorry, J, I was just thinking," she apologizes, putting on a smile for the youngest Ember. "What did you want to tell me?"

"I was just wondering if you saw Finnick yesterday."

Ah, yes, her most recent trip to the Capitol. Her fingernails are still painted red to cover up the stain of dried blood underneath and her body is covered with as much fabric as possible in District Five, the hottest district in Panem, to prevent anyone from seeing the marks left on her body.
