Ideally, everyone who was considered a key teen (or just an impactful, young character) in the series would be ranked Emissary or higher in the future, but some things have to be put into consideration: Personality, abilities, skill set, etc. Considering all these, here is the way we think it should go, written from a very professional seeming point of view. ('We' being me and my KOTLC friends sitting right next to me right now).
Shopkeepers:
Bex Dizznee: After consideration, Bex decided not to become a member of the nobility, instead wanting to take over Slurp and Burps, keeping the mischievous store alive with her father. Her ability as a Phaser makes it easy for her to walk through the cluttered store and not make anything fall. She still pulls pranks with her siblings, but has gotten rather skilled with her alchemy.
Representative for Humans:
Amy Foster: A risky decision for elves was accepting humans back as intellegent species. It was no small feat, and a slow going process, but Amy Foster has taken over with her knowledge of the Lost Cities and ability to get along well with others. She has become the representative, despite her younger age than would've liked to be required. She's effective and skilled in ways other humans aren't, and her ability to speak the Enlightened Languages already makes her quite fit for the job, which she took on humbly, knowing the risks.
Mentors and Coaches:
Tam Song: Tam works in Foxfire to help shades get more approval. During his time at Exillum, he realized just how much people fear and are skeptical of shades like himself. He wanted to help shades gain more control as well, given his history and his talent. He also helps out in Exillum in his free time because of his talent with his skills and his want to help out where he can after being so guarded most of his life. The council would've rathered have him as a Emissary, but he declined, wanting to do things more hands on, which the council respects.
Jensi Babblos: After a lot of thinking, he settled for not wanting to be in the nobility, instead going for the place he found to be most cool: Exillum. He loved working on his skills and brushing up on them, and his talkative and curious personality makes it easy for him to get along with everyone as a coach.
Regents:
Linh Song: Too humble to be an Emissary as she was offered, Linh took her place as a Regent. She decided that she wanted a calmer, quieter life ahead of her, having grown up around so much chaos. With the trust people have placed in her however, she often is tasked with more serious assignments than other Regents, yet she hardly seems to mind as she love to help people around her.
Maruca Chebota: Maruca actually turned down being both an Emissary and a Councilor. Many saw her contributions to the Black Swan as inspiring and were ready to vote her in to the Council when Oralie stepped down, but she denied it per request of her cousin, Wylie. Last time Wylie asked her not to do something, she didn't listen, but this time, she understood and wanted to listen and make her cousin feel more assured by her safety, so she turned down two very important roles.
Lex Dizznee: No one would've thought that Lex would have made it into the nobility, given the chaos he created in Foxfire with his ability as a Froster. Yet, when the council need a Froster with extensive training with a skilled Froster such as his mother, he's always able to help. The triplets have become powerful, but Lex is often seen to be the most distracted one, which is why the council were even hesitant to let him in as a regent. Lex has slowly become more responsible and manageable though, and his cooperation has been greatly appreciated throughout the world.
